  17. <p>    American business leaders, who are eager to get Moscow's
  18. ear on joint-venture ideas, think they have found just the way
  19. to do it. A group of companies led by Dwayne Andreas, chairman
  20. of the agricultural giant Archer Daniels Midland, wants to buy
  21. the partly completed U.S. embassy in Moscow and convert it to
  22. office space for American companies doing deals there.
  23. Construction on the $22 million, eight-story facility was halted
  24. in 1985, when the U.S. discovered it was honeycombed with
  25. listening devices. If President Bush decides to pursue the
  26. proposal, he would have to persuade the Soviets to provide
  27. another site for the new embassy.
